Aldine ISD Welcomes Andrew T. Francis as Assistant General Counsel and Public Information Officer

Aldine ISD has welcomed Andrew T. Francis as the district’s new assistant general counsel and public information officer (PIO).

Francis joins Aldine ISD’s Legal Department with extensive experience representing school districts and other educational institutions in employment matters and civil litigation. In his previous role with Spalding Nichols Lamp Langlois in Houston, he represented school districts, charter schools, and community colleges in employment disputes, administrative proceedings and litigation. He also advised educational institutions on compliance with state and federal employment laws, personnel policies and workplace investigations.

“Andrew brings a valuable combination of legal experience, knowledge of school district operations, and a background in human resources,” said M. Kaye DeWalt, Aldine ISD General Counsel. “His experience working with school districts and navigating complex employment matters will be an asset to Aldine ISD. I am pleased to welcome him to our Legal Department.”

Before practicing law, Francis spent nearly a decade in human resources with Halliburton Energy Services, where he advised leadership teams on employee relations, performance management, workforce reductions, and workplace accommodations.

Francis earned his Juris Doctor from South Texas College of Law Houston in 2020, a Master of Business Administration from the University of Alabama at Birmingham in 2010, and a bachelor’s in human resources management from Sam Houston State University in 2008. He was admitted to practice law in Texas in 2021 and is also admitted to practice in the U.S. District Courts for the Southern and Eastern Districts of Texas.

As assistant general counsel and PIO, Francis will support the district’s Legal Department while also serving in a key role related to Aldine ISD’s public information responsibilities.
